HTS Classification Basics for Vehicle Importers

The Harmonized Tariff Schedule (HTS) is the international system for classifying traded goods. Every item imported into any country must be assigned an HTS code — this code determines the applicable duty rate, any quota restrictions, and documentation requirements.

The structure of an HTS code

HTS codes are typically 10 digits (in the US) or 8 digits (in most other markets). The first 6 digits are harmonized internationally across all WTO members. The last 2-4 digits are country-specific.

For vehicle imports:

  • 8703: Motor cars and other motor vehicles designed for the transport of persons
  • 8704: Motor vehicles for the transport of goods (trucks, vans)
  • 8711: Motorcycles
  • 8712: Bicycles
  • 8708: Parts and accessories of motor vehicles

Within 8703, further digits specify fuel type: 8703.23 is gasoline-powered with engine displacement 1,500-3,000cc; 8703.80 covers battery-powered electric vehicles.

Why correct classification matters

Incorrect classification can result in: underpayment of duty (customs authority adjustment + penalties), overpayment of duty (missed savings on favorable rates), triggering import restrictions you weren’t aware of, and delays at customs.

For EV importers specifically: EVs (8703.80) often attract lower duty rates than ICE vehicles in markets with EV incentive policies. Misclassifying a hybrid as an EV, or an EV as a hybrid, can create liability.
